What Do Ohio's New Recovery Housing Standards Mean for Operators?

Ohio now requires all recovery homes to be state-certified by January 1, 2025, or lose access to referrals, funding, and the right to advertise as recovery housing.

House Bill 58 ended what State Rep. Justin Pizzulli (R-Scioto County) called the "Wild West" environment in Ohio's recovery housing industry. The stakes are real. Certified community behavioral health providers can't refer clients to uncertified homes starting January 1, according to the Ohio Department of Mental Health and Addiction Services. No registry listing means no referrals, no state funding, and no legal right to market yourself as recovery housing.

The certification process runs through Ohio Recovery Housing, with two-year terms. New operators get some breathing room-homes operating less than 18 months can qualify if they're actively pursuing accreditation. There's also preliminary certification for properties that have policies in place but haven't hit 60% occupancy for 60 days yet.

The standards get specific: one full-sized refrigerator per five residents and accessible laundry for everyone. Ohio follows the National Alliance for Recovery Residences' four-level system, from peer-run Level I homes to service-provider Level IV facilities.
